The best thing since sliced bread, or The Oversized Attribute Storage Technique is a feature you usually don't care about. It is doing its work in the background and you won't notice anything about it, usually. But: You should at least be aware what TOAST does and why it is there. Keywords that come up here are: Out-of-line-storage and compression. Both can happen together or only of them. If you have data that does not fit in a single block (8kB, by default), this talk is for you.
